We use the Schlueter formula to calculate the fluctuation rate. The Schlueter formula does not use the average number of members, but uses the number of members at the beginning of the period plus the additions. It takes into account that the number of members is a key date figure. The departures represent a period size.
Formula:
Fluctuation rate = departures / (number of members at the beginning of the period + additions)
